Paul Owens is Senior Vice -President, pension policy at the Ellement Consulting Group in Edmonton Alberta. He has held this position since March 15, 2021. Owens was previously the founding Plan Manager & CEP of the Colleges of Applied Arts and Technology (CAAT) pension plan. He was Director Human Resources Pensions for The Bank of Nova Scotia. Owens was Employee Benefits and Labour Relations Consultant for Du Pont Canada Inc. He was Trustee on Ontario Judges Pension Board. He held the position of Deputy Superintendent of Pensions for the Government of Alberta where he was responsible for the regulation and monitoring of pension plans registered in Alberta under the Employment Pension Plans Act. This encompassed over 600 pension plans covering 940,000 members with $130 billion in assets. He is also president of the Euphrasia Walsh Investment Fund for the Sisters of the Good Shepherd. He retirement from the Government of Alberta on March 12, 2021 after 9 years. Owens is the 2015 recipient of the Libby Slater Award from the International Pension and Employee Benefits Lawyers Association (IPEBLA).
