Some promises and a few programmes have been implemented for years and investors have managed to make gains by finding select infrastructure opportunities. But will we have to wait for Washington to mandate large spending in order to meet the project and capital demands? Are there other investment vehicles with public and private entities that Europeans can partner with, and what are their particular characteristics?
