Judges praised the clear use of ALM studies to justify both the initial allocation and its subsequent increase, and a multi-faceted approach to risk management covering credit default risk, sponsor review and cash flow stress testing.
ESG factors are used explicitly to assess credit quality, while the debt allocation is framed around stable income, downside protection and the social utility of infrastructure to Belgian and European society. Judges liked the open acknowledgement of conviction that institutional capital can support domestic economic development while still delivering stable returns, illustrated by lending to a Belgian sports facility.
The discipline behind the strategy, plus the early-entrant premium captured as a seed infrastructure investor, persuaded judges that this smaller institution punches well above its balance-sheet weight, applying a genuinely multi-faceted approach to risk across the portfolio.
