David Fairs is Partner at Lane Clark & Peacock LLP. He was previously the Executive Director of Regulatory Policy, Analysis, and Advice at the Pensions Regulator for almost 5 years and an Ambassador for Included, a Diversity and Inclusion Consultancy. During his time at The Pensions Regulator, he dealt with the policy implications of Brexit, the pandemic, the Russian invasion of Ukraine and the LDI crisis. He led TPR’s involvement in the implementation of the Pension Schemes Act 2021, the regulations, code and guidance introducing CDC pension arrangements, TPR’s guidance on its new criminal powers, the regulations and guidance on the Pensions Dashboard and TCFD requirements. Fairs led on the development of the defined benefit funding code and was responsible for TPR’s strategy on Climate and Sustainability and Equality, Diversity and Inclusion (ED&I) and co-chaired the EDI Committee and Climate and Sustainability Committee in TPR. He also developed TPR’s interim superfund guidance and led its policy development on capital backed journey plans. During his time at the regulator he also chaired the Joint Forum for Actuarial Regulation’s (JFAR) pensions working group and was a member of JFAR Council.
