Paul Horrocks

Paul Horrocks is the Head of Unit for the Private Sector work stream in the OECD Development Co-operation Directorate, leading this work in the Statistics and Development Finance Division. He is working on a number of initiatives aiming at encouraging greater private sector investment into developing countries. Prior to this, he was a Senior Executive in the fiscal group of the Australian Federal Treasury, working on the domestic PPP market but also providing policy advise more broadly on infrastructure during Australia’s G20 presidency. Horrocks has over a decade of senior leadership at European institutions in Brussels, leading in particular on European capital markets initiatives policy and infrastructure projects with the European Investment Bank. He has degrees from the University of Wales, a master’s from the University of Liverpool and an executive MBA from Vlerick Business School in Belgium.
